I've downloaded the NARA White House Guide Presidential Records Act 1978 44 U.S.C. 2201-2209 and it gives guidance to the president and staff on how all documents are to be handled. I also downloaded the PRA USC 44 Chapter 22. What i found is the president is designated person who decides what is personal and what has national security implications. NARA does have 100% ownership of all documents and gifts after a president leaves office and they work with the President's staff and decide what documents and gifts the president can take with him. They published a letter stating they did work with the president Trump's staff on what he could take and what he could not and where he would store the documents. Any disputes and charges by the DOJ on tagging is baseless because the President had the right to change the tag. So, in my opinion NARA is just as responsible for any classified issues as Trump or is staff are.
