August 19, 2026 (dated for context and reference) I believe Michael is right on this issue. However, California has blown up dams, resisted creating the infrastructure to retain rain water runoff etc. One problem is that politicians aren't going to ask their voters to pay for expensive projects, and society is NOT good at planning for the future. Of course there are the billions spent on the none existent California High Speed Rail which will probably never be completed, and the California politicians and public seem to be fine with it.
