The Value of ICBMs

Over a decade ago, the CATO Institute argued to unilaterally eliminate America’s land-based ICBMS. They assumed the United States would ride-out an attack, and our surviving nuclear armed submarines at sea would retaliate whether the US had land-based ICBMs or not, so why have ICBMs in the first place? The ICBMs could only be used first, were thus on hair trigger, thus dangerous use ‘em or lose ‘em weapons.
